We make no commitments about that.<\/p>\n<\/div>\n<div class=\"pterm-block\">\n<h2>How do you know an address belongs to an exchange?<\/h2>\n<p class=\"pterm-p\">From the behaviour of the address and from public attributions: large numbers of incoming payments, fixed pay out patterns and known clusters. Certainty only comes when the platform confirms the attribution.<\/p>\n<\/div>\n<div class=\"pterm-block\">\n<h2>Why the point of registration matters<\/h2>\n<p class=\"pterm-p\">The reason a trading platform matters in a file is that it keeps records a blockchain does not. Identification data, login moments, bank details and withdrawal instructions all sit in that administration, and together they can turn an anonymous route into something an institution can act on. Whether those records exist at all depends on the regime the provider falls under and on how seriously it applies it, which is why two platforms that look similar to a customer can produce very different answers to the same request.<\/p>\n<p class=\"pterm-p\">For anyone who has lost funds, the practical consequence is speed and formality. A provider will not release customer data on a private request, and it will normally only freeze a balance on the basis of a report or a request from an authority. What we can do is establish which platform received the funds, at what moment and for what amount, and record that clearly enough for the police or the provider to use.
