A review of a technical report can confirm that the findings hold and that the reasoning is followable, which strengthens the position of whoever produced it. It can find that the findings hold but are thinly documented, in which case the remedy is better substantiation rather than new research. Or it can find that the conclusions go further than the underlying data allows, which is the only outcome that genuinely changes the direction of a matter. In our experience the middle case is by far the most common.<\/p>\n<p style=\"color: #444; line-height: 1.7;\">What a review cannot do is manufacture certainty that the record does not contain. If a route ends at an address that no provider will connect to a customer, a counter-expertise and second opinion will say exactly that, and it will not offer a firmer attribution to fill the gap. It also cannot settle the legal question, because that belongs to the parties and the court.
